Position Overview

ROAM Federal is seeking former senior federal executives (CIO, CTO, CISO, CDO, CAIO, or Deputy equivalents) to join our team as 1099 Senior Strategic Advisors. In this capacity, you will support ROAM Federal, our prime partners, and leading Original Equipment Manufacturers (OEMs) in Go-To-Market (GTM) strategy, capture management, and high-value opportunity pursuit activities. Leveraging your firsthand agency expertise, you will help shape win strategies, evaluate complex federal opportunities, and align cutting-edge technology solutions with agency mission priorities and federal policy mandates.

Key Responsibilities

• GTM & Capture Advisory: Guide ROAM Federal, prime partners, OEMs, and client teams through Go-To-Market strategies and capture planning tailored to federal civil and defense agency IT environments.
• Opportunity Pursuit & Deal Shaping: Analyze federal opportunities, assist in shaping acquisition strategies, and refine win themes for IT modernization, Zero Trust architecture, AI adoption, and cybersecurity pursuits.
• Executive & Client Briefings: Serve as a senior Subject Matter Expert (SME) in executive-level briefings, partner discussions, and strategic customer engagements to articulate how solutions directly support agency operational resilience and compliance goals.
• Proposal & Strategy Alignment: Provide critical domain feedback on proposals, solution architectures, and capability statements to ensure technical and strategic alignment with agency roadmaps and risk posture.
• Contract Vehicle Integration: Advise on market positioning and solution packaging across strategic procurement pathways (including NASA SEWP and OMNIA Partners).
• Strategic Growth Consulting: Collaborate with ROAM Federal’s leadership and Strategic Advisory Council (SAC) to evaluate emerging market opportunities, assess federal risk dynamics, and mentor capture and business development leads.

Qualifications

• Leadership: Previous executive leadership experience serving as a CIO, CTO, CISO, CDO, CAIO, or Deputy equivalent at a U.S. Federal Agency (SES level or equivalent preferred).
• Technical Domain: Deep operational understanding of large-scale federal IT governance, Zero Trust enablement, cloud migration, AI/ML policies, and federal cybersecurity frameworks.
• Strategy & Capture: Proven ability to translate complex regulatory and policy requirements into actionable Go-To-Market, business development, and deal-shaping strategies.
• Execution: Demonstrated experience modernizing legacy systems and integrating secure cloud, enterprise automation, or emerging technology platforms.
• Executive Presence: Strong strategic advisory skills with a track record of effectively communicating with C-suite stakeholders, OEMs, and prime contractors.
• Communication: Exceptional written and verbal communication skills, capable of bridging technical solutions with agency mission outcomes.
• Flexibility: Ability to work independently in a remote, project-based 1099 capacity.
